State-level SC, ST Committees did not hold any meeting in 3years


As per the information provided by the Union Social Justice and Empowerment Ministry, the SC and ST committees of 25 States and Union Territories had not met even once in the three years- 2017, 2018 and 2019.The State-level committees are responsible for monitoring the implementation of the Scheduled Castes and Scheduled Tribes (Prevention of Atrocities) Act, 1989.

Prevention of Atrocities Act, 1989, is an act for safeguarding the interests of scheduled castes and scheduled tribes people and also to protect these communities against any atrocity. This Act is also known as ST/SC Act.
This Act defines the objective of the government to deliver justice to these communities by providing them a good standard of living and enable them to live in a society with dignity and self-esteem.  These communities should live in a society without any fear and violence. If someone has made a cognizable and non-compoundable offence, then strict punishment is provided for any such offence.

A number of cases of misuse have been registered under this Act from different parts of the country as mentioned in the Supreme Court verdict of 20 March 2018. The Supreme Court banned the immediate  arrest of person to protect innocent people from arbitrary arrest.The main purpose of this Act was to help the social inclusion of Dalits in Indian society.


Social Justice and Empowerment Minister ThawarchandGehlot the Lok Sabha that 1995 rules formed under the Act make it compulsory to set up state and district level vigilance and monitoring committees. The State-Level Committees, chaired by the Chief Minister,should meet twice in a year.
Only a few states of state-levelcommittees and union territory had held meetings in these three years.In 2016, two meetings of the committees were held in Haryana and one each in Karnataka, West-Bengal and Puducherry. In 2017,Chhattisgarh, Gujarat, Karnataka, Kerala, West Bengal had one meeting each while Haryana had two. In 2018, Assam, Chandigarh, Haryana, Chhattisgarh, Puducherry had held one meeting each while two to three meetings were held in West Bengal and Gujarat respectively.
